The Bulgarian Deputy Prime Minister for Demographic and
Social Policies, Mr. Ivaylo Kalfin, has revealed that about 1,300 Bulgarian
girls under the age of 16 are having kids. He also said more than 3,000 girls
in the country in the age bracket 16 to 18 years are already mothers, looking
after kids before finishing school.
The Minister said he thinks no parent would prefer their
kids to make kids while they are still 13 or 14 years, than have them going to school.
As a result, the Minister is planning to introduce some measures to discourage
parents from having their kids get pregnant. The plan is to stop giving child
allowances to parents of young mothers who make kids before reaching 18 years
of age.
Allowances will only be made available when the girl
finishes her final year at high school. The Minister said the proposal to give
allowances after the final school year is similar to a scholarship that is
given to students who have completed high school.
What this means: The party is over for parents of teenage
mothers who are under 18 years. They won’t be receiving any financial help from
the government anymore, until the young mother finishes school. All in all,
this looks like a good way to instill responsibility among the kids and the
parents.
